Neutral safety switch--69 Firebird convertible AT-350-350.

Yesterday went to leave and car would not start.  Thought it was the solenoid but that is okay when shorting the input directly to the battery.  However, measuring the voltage from the key shows only about 5 volts getting to the solenoid and I suspicion the neutral safety switch is bad.  My problem, I don't know where it is.  Does not appear to be mounted beside the shift lever in the console and next to the cable, but I may have over-looked something.  any help here?
