Headlights Staying Open

I was driving home today from a Founders Day celebration in my neighborhood and when I got home and turned off my headlights the passenger side stayed open while the driver side closed.

I've done some research and it appears that it could be a fuse. Has anyone had any experience with a flip up headlight staying open on them in a '98-'02 firebird?

Sounds like the gear is going. I changed mine, on my '95, out from the factory plastic to metal ones and never had a problem since.
